The International Air Transport Association (IATA) has requested the use of Covid-19 rapid tests for all passengers.
The trade organization said accurate, affordable, easy to use, scalable and systematic tests before departure were a preferred alternative to quarantine measures.
Tests would allow airlines to restore global air connectivity, IATA said.
Officials said they would work through the International Civil Aviation Organization (ICAO) and with health officials to implement this solution quickly.
International travel has fallen over 90% compared to last year.
More than half a year has passed since global connectivity was destroyed when countries closed their borders to fight Covid-19.
Some governments have since cautiously reopened borders, but acceptance is limited as either quarantine measures make travel impractical or the frequent changes to Covid-19 measures make planning impossible.
